The state is undoubtedly the major repository of power in modern society. Almost every citizen is concerned with the way its awesome power is exercised. The realization of the ordinary ambitions of ordinary people hinges increasingly on whether they can get the state to act in their favour. It is the endeavour of everyone to influence the exercise of state power, whether individually or through organized pressure groups. The power of the state is especially formidable in developing societies like India, where it assumes responsibility for economic development and controls the allocation of scarce resources between competing needs. In a society battling with the multifarious problems of development, there is a mutual reinforcement between the natural tendency of the state to aggrandize power and the expectation of the citizenry that the state should come up with a solution for every baffling problem. Under these conditions the state is almost omnipresent, omnipotent and omniscient.
